What is the advantage and disadvantage of having gene bank?

I am gonna have debate in this subject and I dont really find anything negative with gene bank?

Who has access and who is restricted from access.

A plant gene bank that provided access only to those with power or money would be an abuse of the bio-repositories public purpose by restricting access to possible monopolies.
Access should be open to any accredited researchers in public or private groups with evidence, such as peer-reviewed publications in accredited journals that indicate that the receiving scientist knows how to work with the requested materials. Requests should only be limited to researchers that have a suitable lab and technical expertise to handle, store and safely dispose of the genetic or biological material by current standard scientific practices, because the materials are limited in quantity.



Who owns plant varieties & cultivars and who owns or has access to the wild collected plant stock placed in the seed bank & gene bank. Some of these wild type plants have gone extinct in the wild so exist only in stored seed and tissue samples.
