Nothing fancy, just a small bank for myself and family.

you need either charter from the Federal Reserve System or other licensing which varies from state to state. That is a prelude for even considering opening a bank. Then you need secure location, employees, and customers who will trust you with their money. There is a lot more, but that just gives you an idea that doing what you propose is not easy and can take years to accomplish.
