Can i start a bank account at pnc bank or bank of america without a photo id?

I don't have a passport or a driver's license. But I really need a bank account can I start an account with just my social security card and or birth certificate?

Highly unlikely. Neither the birth certificate, not the social security card have your picture. Banks are required to verify you are you and they take copies of the documents used to prove your identity.

Contact your state's DMV. They may have a photo ID program. It's not a driver's license, but it is a state issued photo ID for purposes of identification (such as age in a liquor store).
