So if a European Stock stayed at $ 30.00 a share for 3 months straight but the euro appreciated by 10% then the yahoo chart should reflect a price in dollars of $ 33.00 a share.

Yes, but only if it is quoted in US Dollars. But your example should say: When a European stock trading at 20 Euro (but is quoted at USD 30.00) and stays at that 20 Euro for 3 months, but the Euro appreciates 10% against the dollar, then the current quote for that stock would be USD 33.00.
