What is logic for higher tax exemption to women?

In India, we follow progressive taxation policy considering equity of income. It means higher the income, higher the tax. If a woman is working, it means there are two income earners in the family(except single women). Then the income of such family will be almost double of single earning (only man working) family. Then where is the consideration of equity.

It was basically to encourage women to become self dependent, because under traditional Indian values, women work rarely.
