How do I buy stock shares on a limit order if the stock is not moving?
When the market is open, I've been trying to buy shares through a limit order. Because the stock is a penny stock, it does not move very much. So far with my limit orders, they were only put through when the stock moved up or down. Can my limit order go through if the stock is not moving? If so, how?

If you specify a limit at or above the ask quote the order will go through immediately, although it is possible you wil only get a partial fill.
If you specify a limit below the ask quote someone will have to submit a sell order at or below the level you specified for you to get a fill. That may or may not happen.
If you specify a limit below the last quote the stock price will have to move for you to get a fill.
