Can I start a new bank account if I owe money to a different bank?

If i owe bank #1 400 dollars can i go to another bank and start a checking/savings account?? If so would bank #2 know about the debt to bank #1???

There is a database they check. You are on it.
Know this is probably also showing up on your credit reports.
Seriously damaging them.
Eventually they will SUE you.
Banks do not just say "that's ok, you owe use money, but we'll forgive you".
