What is this called? A company that pools money for an investment?

Say there is someone who wants to build a large facility, that will attract hundreds of people a day.
In theory, a sound-as-can-be investment into something like a shopping plaza.

What is the entity called that pools small sources of money from willing individuals, and then gives a large sum investment into the structure being built?

Is this an investment banker? Or a venture capitalist?
A consortium?
