If one has Medicaid and decides to get additional insurance, how will medicaid treat it?



If one has Medicaid and decides to get additional insurance, how will medicaid treat it? Or will medicaid even allow it? And If they allow it, does add'l insurance become a secondary insurance?
This is for an elderly person...

You cannot have another insurance policy if you are on Medicaid.
If you can afford insurance, why am I paying for your healthcare in the first place?

EDIT:
Oh, well then you're talking about Medicare, not Medicaid.
Medicare is usually the default primary insurance.
