How to transfer $ from one bank to a new bank?

I would like to get out of my bank, start a new account with a new bank, and transfer all of my money to that new account. Is there some sort of legal method of doing this? or can I fust withdraw the remaining $ 400 from my old bank and immediately deposit it in my new bank?

There should not be any difficulty in opening a new account in a new bank. You can operate both the accounts. If you want to close the existing account, you can inform the banker in writing, your intention to close the account. You will be allowed to with draw, after adjusting the charges, if any, due to the bank, all the balance left in your account.
