So, how would somebody get a benefit from the bank bailout?

This question is probably already in here somewhere, but I missed it. How does a person go about getting the benefit from this bank bailout thing when the bank refuses to talk about it? Attorneys don't know, and the banks aren't talking. So now what?

Bank robbers W. Benjamin Morrison (left) and George Horine (right) of San Jose were captured when the car they were driving overturned at Spadra Rd. and Whiting Ave. The two 19-year-olds had robbed a bank in Saratoga, California the week before.
