How to tell when bonds can be opened?
I have bonds but I dont know when I got them, is there any way to tell when they are ready to be used?

It usually takes 10 years to mature. Depends on the type of bond. you can go to a government website and get information... or better yet, go to your bank and ask them to check for you!
