Is it illegal to send a letter to a Car Dealer Finance Manager asking for referrals?
Im thinking of sending Finance Managers in my Area a letter introducing myself as their local Insurance Agent, and asking for referrals. Is this Illegal? I'm licensed and operating in Illinois.

Don't know that it's illegal but it's probably a waste of time.
I don't refer any of my customers to someone I'vee never met.
Marketing is not about sending a letter. It's about meeting someone, looking them in the eye, letting them ask you questions and you being able to tell them what you can do that the competition can't do.
If you just send me a letter or a brochure - I throw it away.
So, call the finance manager - let him know you are a new agent in town and you'd like to meet him and his sales force. Set up a time to come by in the morning. Then get some good writing pens with your info on them and other free stuff - pick up coffee and donuts and go over to the dealership and meet the finance manager and the sales men.
(marketing to just the manager is also a waste - you need to meet the manager and the front line folks).
Most people that will be purchasing a car probably already have an insurance policy with someone. But you will be getting calls from the salesmen to add vehicles to existing policies. So you will be working with these guys/gals. So going over and meeting them is a good idea and if you get any new business out of it... great.
