Are ADR's foreign or domestic investment?
If an investment policy limits foreign investments to 15% of assets. Would American Depository Receipts (ADR's) fall under that category or would they be considered domestic? Thanks!

ADRs are foreign companies listed on US exchanges. They are still foreign investments and thus should be considered in the foreign category.
