Government shutdown, military banks?

My husband is a Marine and we are very aware of the possibility that if we go into govt shutdown he is not getting a paycheck til its resolved. (Absolutely ridiculous but that a different dicussion) My question is, if this happens, there are many banks down here that are only for military, Nacy Federal Credit Union, Fort Sill National Bank, Marine Federal, etc. If we are to go into lockdown how are these banks going to be effected? They wont be recieving the interest on the paychecks the 1st of the month and also are they going to recieve a penatly from the federal reserve if they need to go to the window? Im assuming there is going to be a lot more withdrawls than usual and they wont have enough cash on hand.
